In 2006, the government of the Province of Córdoba launched a public housing policy called Plan de Sustitución de Viviendas Precarias y Erradicación de Mal de Chagas, which deployed a series of definitions on rural habitat. From that starting point and based on discourse analysis, as a method to understand how meanings and significances are interwoven, this article aims to review the conditions of possibility that have led to the emergence and molded the discourses on rural habitat in each historical moment. At the same time, the purpose is to identify how these discourses have had an impact on the design and implementation of public housing policies, emphasizing both the continuities and the differences that these public instruments have historically presented, up to the present time. The article shows how the discourse was built around rural housing in the northwest of the Province of Córdoba, taking into consideration which are the sources of power that shaped these discourses and through what mechanisms and strategies, the various devices were entwined along the way over the time. To this end, we established a spatial framework at the national and provincial levels (Argentina and Cordoba), and a time frame (from the last years of the 19th century to the third decade of the 20th century; from the second half of the 1930s to the 1960s; and from the 1970s to the end of the 20th century), and we consulted a number of primary and secondary sources.
