The aim of this work was to give an approach to the implementation of "e-government" model management in a middle range city of Buenos Aires Province, Argentina, in a process signed by transnational political agenda with its specific joints of capitalism, democracy and knowledge management. This process is superimposed, also, on the frame of existing social and spatial fragmentation in the local environment and the very dynamics of urban identity configuration. Raised as a tool to facilitate communication between the rulers and the ruled, in its different levels of implementation the digitalization process shows some paradoxes and contradictions that are challenging to understand the uses and appropriations of ICT in political communication.
