This article has the objective of approaching the design and management capabilities of science, technology and innovation (STI) policies in Latin American countries, based on the analysis of two critical factors: i) the creation of specific indicators; and ii) the training and specialization of human resources. This paper presents a descriptive analysis with a long term focus, which seeks to comprehend the object of study based on the systematization and processing of various sources of information. The research confirms that, concurrently with the evolution of STI policies in Latin America, a process of creating capabilities at a national level began to be developed, with regard to the training of human resources and production of information with the potential to be used for the more professional management of said policies. Beyond some tendencies that are common at a regional level, significant intraregional heterogeneity is evidenced in the accumulation of capabilities, considering both dimensions of analysis. More precisely, four groups of countries were identified based on the study, according to their capabilities to train human resources and generate information specialized to support the development of STI policies.
