Abstract

This paper examines whether the Policy Clúster Medellin City, contributing to the endogenous development. First is a contextualisation from various authors on this approach, facing the current context of globalization, then, to address the concern, it is assumed that endogeneity is manifested in at least four planes that intersect each other: political, economic, scientific-technological and cultural, according to the approaches of Boisier (2005), once established this framework, it makes an analysis of the development program Medellín City Policy Clúster-contained in the 087 municipal agreement approved by the Board of Medellin, the result indicates that the policy actually contributes according to endogenous development vision but with certain limitations to promote decentralization and reinvestment of capital and knowledge
