Abstract

The paper analyzes the belief system as a foreign policy’s domestic constraint. It proposes to study how changes in the belief systems that occur in the contexts of political transitions in the national government, affect the foreign policy of Argentina. It is a longitudinal case study, where the administrations of Fernández de Kirchner and Macri are considered. The analysis is delimited to a particular area of the foreign policy, such as the international trade negotiations, in which a series of changes were identified in both the position and strategies carried out by Argentina. The observations of the case study open the debate on whether it is a state policy or a government policy.
