Abstract

The reform to the Colombian Constitution of 1936, introduced into the legislation a series of socializing and modernizing provisionsthat allowed the transformation of a State that appearedto be anchored to the conservative provisions. However, these reforms were part of a political movement of a Western naturet, which advocated a social constitutionalism that would turn towards social democratic tendencies. This article asks about variables such as social rights, modernization and state intervention from the presidential and legislative speeches which were given within the framework of the reforms, and also investigates about its universal character, which would move away the exclusively national visions that have been given to the subject. On them, it makes a contrast that allows us to observe and analyze the depth of the debate that the country experienced during the years of the “Liberal Republic”.
