The Federal Program for Productive Restructuring in Small and Medium Agricultural Enterprises, called Rural Change, is an interventionist program of the national state implemented since 1993, with the purpose of collaborating with small and medium producers that operate in rural areas, through assistance in the organization of production and marketing, training and strengthening of public-private relationships, in order to promote an improve the competitiveness of the productions of these actors, so that they can increase their income in the short term and create the foundations for long-term local and regional development. Over 15 years of the Rural Change Program working with Rural Tourism groups, it is relevant to analyze their contributions and pending aspects, particularly in the Southwest of Buenos Aires (Buenos Aires, Argentina).
