The general objective of this article is to contribute to the understanding of the lines of continuity that have marked the interactions between the state and organized civil society over the ideological “turn” that occurred in Argentina in 2015. It focuses on the national arena of public policy on addiction. Specifically, it accounts for the existence of a process of incremental institutionalization of new social actors (organizations related to the Catholic Church and different social movements) in this arena. Benefited by the new centrality of territoriality in state-civil society relations, the sanction of a new national legislation on addiction and the strengthening of the Church's political influence, this process not only extended beyond the ideological transition in government, but also deepened its amplified trend and generated lasting effects on the public policies implemented by the agency responsible for national drug policy: SEDRONAR.
