Abstract

The recent approval in the Uruguayan parliament of the Territorial Regulation and Sustainable Development Law fills a manifested void that the creation of the Ministry of Housing Regulation and Environment, in 1990, had made even more apparent. This article proposes a concrete point of view on the construction of the National Guidelines of the Territorial Regulation, the most innovative projecting tool introduced by the law. The reflection on this law will be developed in four parts. In the first part historical antecedents to the law will be presented synthetically. In the second part different points of view on territorial regulation will be discussed. In the third part some of the main aspects of the Law will be exposed accompanied by a basic interpretation of their implications, content and fundamental ingredients. In the fourth part, finally, the meaning of the National Guidelines will be considered from a specifically projective perspective of thought
