Abstract

This article presents two paradigmatic views of decentralization which are framed in different or conflicting visions of society, the state and the relationship between them. As a consequence, there are different conceptions of governance after the crisis of the welfare state. From that perspective we contextualize the definition of decentralization considering its view of democracy and politics, as well as the underlying development model. Only then we are able to relate these concepts, such as those derived from them -governance, social capital, embeddedness- among others. Only then we are able to understand what we are talking about when we talk about decentralization. A market-oriented decentralization or a citizenship oriented one. We provide a chronological order following the sequence in which the different paradigms were emerging after the crisis of the welfare state. We speak of a neo-conservative paradigm and a democratizing paradigm, linking issues not always linked in theoretical or academic discussion or the debate about management or collective action.
