Abstract

The weakening of the Nation-State, either as a cause or an effect of political, economic and social crises, motivated the search of alternative forms of governing, in which -in terms of Beck- the so-called «metaphysics of the market» prevailed. In this context, the progress of regionalization processes, both at national and local levels, have emerged as an alternative to face the lack of a national state, including a novel and dynamic state management called «governance». This implies the incorporation of nonstate players in the discussion, design and implementation of state policies. This model has been institutionalized in the Central Region through the creation of the Regional Council of the Society (CRSC), in March 2006. The aim of this paper is to describe and analyze the process of this Council formation, considering its key actors as the starting point.
