Abstract

In this article we analyze some of the main axes of the Brazilian foreign policy during the administrations of Lula da Silva (2003-2011). From a qualitative approach, we translate the government strategy to identify other actors of the dominant classes, in connection with the processes of regional integration. In this exercise, a multiplicity of actors emerged within the state margins, who were part of foreign policy decisions and who came from different areas. In this framework, integration objectives and divergent insertion modalities were conjugated in a conflictive way. Analytically linking the national scale with what happened in the regional dynamics, we recover some reconfigurations that took place worldwide. These investigations have a particular relevance in the present, from recent changes in foreign policy agendas.
