This article aims to present a methodology to determine the incidence of paradiplomacy in territorial development. Therefore; the methodological design constitutes the very methodology proposed in this article and applied to a single case study; that of the city of Medellín; Colombia; in the 2000-2015 period. After this exercise it is possible to conclude that the methodology formulated can be parameterized to any case of paradiplomacy. It was also possible to conclude that the development of the city of Medellín has been largely linked to its paradiplomacy process.
