Abstract

The article highlights the importance of agency in autonomy and, in contrast to Puig and Jaguaribe's arguments, it seeks to prove the possibilities for peripheral countries to promote autonomist foreign policies by taking advantage of disputes over spheres of influence. It is to this end that the case of Cuba is analyzed - a country that, despite lacking a "solid" national viability and having to face the U.S. sanctions policy for six decades, has managed to promote various models of international insertion, identifying five well-differentiated periods: “autonomy in dependence” (1959-1990), “secessionist autonomy"(1991-2002), “heterodox autonomy” (2003-2013), “national dependence” (2014-2016) and “secessionist autonomy” (2017-2021).
