Abstract

In this paper we propose to analyze three moments that redefined The Transitional Housing System located in La Matanza, Gran Buenos Aires. From exploratory visits, interviews and the study of different sources we will attend to: (1) the conditions of possibility that led to the creation of these housing program; (2) the impact of the neoliberal period of the 1990s in that spaces, and (3) the provincial urban policies during 2015-2019, which combined aggressive securitization measures with socio-urban integration programs. We argue that connecting urban policies applied by different governments regimens allows us to account, on the one hand, for the ways in which the state operates in the "margins" in terms of practices, discourses and programs. On the other hand, to examine the "effects" produced by the dynamics of state expansion and retraction in environments crossed by a multiplicity of violence and spatial injustices. Finally, we aim to locate transformations and continuities in the ways of managing life at the peripheries.
