Abstract

This article aims to contribute to a preliminary mapping and analysis of the socioeconomic measures adopted by subnational governments in Argentina during the sanitary crisis unleashed by the COVID-19 pandemic. To this end, we first list and classify all the measures adopted in the first four months of the lockdown according to who the measures sought to compensate or benefit: the private sector, social sectors, the public/municipal level. Then, on the basis of this classification, we group provinces according to the level of socioeconomic response and we outline some possible causes that could explain variation between provinces. This article contributes to the accumulation of knowledge on the subnational response to the pandemic and, in a broader sense, to the understanding of how Argentine federalism works in one aspect: the varied development of public policies to confront a common problem with diverse effects at the subnational level. The article shows the heterogeneity of the socioeconomic responses adopted by subnational governments in the first months of the pandemic.
