Abstract

BERNASCONI, Mariana; ROMERO, María Agustina  and  GOLOVANEVSKY, Laura. Mapping of local public policies in Jujuy in the context of pandemic. Trab. soc. [online]. 2021, vol.22, n.36, pp.203-230.  Epub Jan 01, 2021. ISSN 1514-6871.

The pandemic situation originated in COVID-19 required all national States to urgently implement a package of intervention and assistance measures. At the same time, local governments had to accompany and reinforce local regulations that complete and complement general regulations.

Our purpose is to survey and analyze the set of public policies implemented in Jujuy by provincial government, the different ministries of the province and by the Emergency Operational Committee, created ad hoc. This province has unique features, both in epidemiological terms, as well as economic and geographic. The mapping of provincial public policies was carried out through a chronological reading of the events and regulations that accompanied the development of the pandemic. We identified, from March up to September 2020, different stages in the process, which correspond to specific actions. Among the main conclusions we find that the informal activities were not taken into account in the regulations nor made visible in political terms, while the political decisions that were taken showed fluctuations, advances and setbacks, in the same inertia as the virus spread, with prevalence of surveillance and control mechanisms.

The mapping of the policies itinerary helps to understand political and ideological features in the state decision-making processes and its eventual consequences, aiming this work to offer a contribution for the design of future policies at the local level.
