Abstract

This paper sets out the main peculiarities of the union-employer relationship in the public sphere. Thus, we start by emphasizing both, the double role of the State (as employer and political power) and the possibility of union competition in this sector. To illustrate this question, a particular case is investigated from a qualitative perspective. This is the relationship between the Executive Department of the Azul city -province of Buenos Aires- and the municipal unions of that town. In this context, the political aspect of this link is emphasized, pointing out the intervention of governments in the trade union frameworks of the sector, as well as the incidence of union actions in government policies. In this way, the maneuvers carried out by these actors in order to grow and strengthen are analyzed. Political exchange and confrontation appear as the main action strategies.
