Abstract

SENORANS, Dolores. Public policies from the ʺother side of the counterʺ: The encounters between popular economyworkersʹ organizations and state bureaucracy in an ethnographic key. Trab. soc. [online]. 2021, vol.22, n.37, pp.333-354.  Epub July 01, 2021. ISSN 1514-6871.

Based on the results of an ethnographic research together with two organisations take part in the Confederation of Workers of the Popular Economy, this article analyses the daily encounters between organisations and the state in the implementation of public policies aimed at associative work and the social economy. It shows that for these organisations dealing with administrative papers and documents (forms, sheets, etc.) required to establish personalised relationships with technicians and state officials, as well as with certain professionals experts in the domain of state language. Within these relations, activists carried out a work of translation that sought to creatively contour the constraints imposed by the state bureaucracy. For this, they drawed onlearned knowledge and imagined their own projects based on their previous histories and forms of political construction. In this sense, it is argued that this translation work in the encounters with bureaucracy opened up possibilities for the political imagination and for creating work with rights.
