Abstract

The purpose of the article is to analyze the elements that account for the situation of the local political system in Peru from a complex local management experience within the framework of a representative democratic political system. The applied methodology is triangular or combined between the quantitative and the qualitative, whose data collection was based on a questionnaire and a semistructured interview that have allowed the analysis of the study variables in addition to the emerging analysis categories. The results revealed that the complexity of the functioning of the local political system is expressed in the confrontational political behavior adopted by local actors in the management process of local governments, and this socio-political phenomenon would have been conditioned, largely, by the structure corruption and the behavior of political and economic actors at the national level.
