This article presents a first reconstruction on the evolution of enrollment and the academic units of the Plan Fines (Completion of Primary and Secondary Education’s Plan -locally known as Plan Fines), at the national administration, in Argentina. The Buenos Aires province analyzes in secondary place. In the absence of official systematic data provided by the Ministry of Education of the Nation, here data from sources not generally inspected by researchers who works with educational statistics. Data from the reports of the Chief of Cabinet of Ministers to the National Congress and from the National Investment Accounts are quantified and systematized. Starting from the reconstruction of the quantitative evolution, this article problematizes, within the framework of a more general investigation, on the modality of education aimed at young people and adults and the consolidation of a new circuit different from the traditional one.
