Abstract

The importance of this research lies in providing theoretical and empirical elements to articulate social agendas and community socio-cultural development from a critical and transformative perspective, based on the local media as the main sphere of social dialogue. The analysis is situated in the Cuban context, where the significant mismatch between the public, political and media agendas has been verified, which does not contribute to a horizontal and participatory establishment of social problems in the public fabric, the construction of local policies and concerted collective action. A socio-anthropological model is proposed for the dialogical interrelation of these agendas that contributes to strengthening the socio-cultural development of Cuban localities. The model was built from the dialectical method, in several phases of deepening: 1. systematization and criticism of the research on these agendas in Cuba; 2.empirical study of a typical local context; 3. construction of the base model linking the empirical results and the knowledge of local actors and; 4. validation by the criteria of local actors, experts and practical implementation. The results show the theoretical and empirical consistency of the proposal.
