Abstract

The legislative and justice reforms were a permanent concern in Buenos Aires during the early 19th century. The revolutionary government of 1810 had two main objectives, namely, the declaration of independence of the judiciary power, and the defense of individual security. The new order was called "a liberal and enlightenment system", and early governments constantly defended the principle of property inviolability. This article aims to identify how governors expressed their governmental policy and the actions carried out in the defense of rural property. In order to accomplish this goal, I will analyze the interaction among the government agenda, the reforms in the administration of justice and the projects under consideration about it. After a historiographical analysis of the history of law, and an overview of the administration of justice since 1810, this work focuses on the period that starts with the abolition of town councils (Cabildos) and ends by 1838 with the major crisis of Rosas regime. I analyze the following documents: the reform projects by Manuel Antonio Castro (1821), and by Guret de Bellemare (1829), the Manual of Forensic Practice by Manuel Antonio Castro (1834) and the messages of the governors to the House of Representatives (Sala de Representantes).
