Abstract

Some public health actions oriented to Bolivians population living in Jujuy are analyzed. Among them, are mentioned those included in the ARBOL II Program, orientated to controlling the cholera outbreaks, at the beginnings of the nineties. Also, some declarations concerning to the foreigner's right to receive attention in public health services are aboard.             The article concludes that the specificity of the migratory condition didn't have founded focused sanitary practices. Also it shows changes in the discursive construction about the presence of border migrants and their displacements, considered as sanitary problems. It linked these changes to the fall of agriculture labour requirement, the migrant stocks reductions, the population urbanization and the welfare estate crisis. It concludes that the inclusive initial position, with de financial lost of public sector and the health system crisis in the nineties, became excluding and quarrel about the right of neighbouring foreigners to receive free health care.
