Abstract

The legal validity of mechanisms for political participation does not guarantee neither the citizen appropriation nor the participative practices. The Municipality of Salvador de Jujuy, grant the privilege as a space to exercise citizenship.             What has happened in those neighbourhoods where participation of the neighbouring entity had been built as a valid mechanism for the intervention of the public sphere and the satisfaction of needs?             Being recognized in the state sphere as privileged interlocutors to design and implement public policies, expanding the neighbouring tradition. How to interpret the current situation of the neighboring society? What variables seem to be more meaningful to encourage or moderate the real participation of the residents in the neighbourhood institutions?             The research work covered three districts and the period 1990-2005. The objectives were to clarify how were relationships configured between the residents and the neighboring institutions and the link with the local Municipality.             The results make references to Cuyaya Neighbourhood, collected through interviews to residents and leaders, field observations and bibliographical review. The major challenge is the collective elaboration of the public space and the state action can conspire against the neighboring entities.
