In Chile today there is a crisis of legitimacy. The aforementioned is originated by the belief, on part of the institutionality, in the modernizing promise of the dictatorship, what finally generated an evaluation of the excessive management of Public Policies, over public ethos. This fact undoubtedly had an impact on the link between public institutions and civil society.  It is for this  reason our interest is to describe the decision-making process of the Competitiveness and Innovation Fund (FIC), of the Tarapacá region. In methodological terms, we apply a methodological design of interpretative nature, which allows us to specify and delimit the phenomenon. We also use  the semi - structured interview as information collection technique, analyzed through grounded theory. As main findings we obtained the identification of the core actors that influence the decision-making process of the governance of the Tarapacá region, and in turn, determine what administrative, political and cultural factors are the most predominant in this process.
