Abstract

In 2000 the Organization of the United Nations established eight Millennium Development Goals (MDGs). The fourth objective, reducing child mortality, looks specifically for reducing two thirds of the mortality of children under five years old between 1990 and 2015. One of the specific indicators to measure progress towards this goal is the proportion of children under one year old immunized against measles. In 2001, the United Nations Development Program (UNDP) estimated that over 60% of the population who lived in developing nations is far away or losing ground on achievement of the MDGs in reducing rates of infant mortality. This situation is compounded by the lack of progress in deepening the analysis of the issue, the lack of research and indicators to assess features timely coverage of care and health services. This article aims to contribute to the selection of the strategy which would improve health coverage in Misiones, using one of the tools of decision theory, the decision matrix.
