Abstract

The objective of this essay is to expose the political complexity systems (PCS). PCS is unders-tood symbolic deliberate, planned and systematic processes that impact on the rights, capabilities, needs, expectations, decisions and actions of citizenship. For that purpose, this article suggests the mediatization of the information generated by the State to persuade citizens and to influence their public and private sphere. This essay reviews and compares the analysis of Luhmann, Giddens, Ralws, Bauman, Nozick, Klymicka, and McCombs to clarify the idea of coercion and persuasion in tribal, totalitarian, authoritarian, transitive, and democraticforms and regimes of State. Subsequently, it discusses the construction of a public agenda as evidence of bias and manipulation of information with the purpose to transform citizens into consumers. Thus, this essay contributes to the discussion on the legitimacy of the Statein relation to the participation of citizens in the future.
