The role of housing policies in the construction of subjects and citizenship. Discussions and reflections from the gender's perspective In this article we will reflect on realities and challenges of housing policies on the construction of subjects and citizenship. The gender's perspective is a rich look to discuss urban and housing interventions. Overcoming disparities requires identifying the physical and social obstacles and facilitate access to and ownership of the city to allow the exercise of citizenship and the establishment of appropriate conditions and environments. This means rethinking the vulnerability, problematize and provide new meaning to concepts of empowerment and participation and public private distinction regarding to needs. We reflect on the theory, empirical observations and interpretations of specific programs and projects "to reduce poverty focused on the habitat." With the approaches of social anthropology and gender's perspective in public policy analysis, we reviewed discourses and practices, categories, discursive systems and mechanisms, and show some mechanisms of exclusion. We focus on our professional and academic experience regarding to neighborhood improvement programs, of local implementation and relevant to Latin America as one of the most widely accepted urban answer in the last decades, as part of the "new approaches to housing policies ". We consider three dimensions: program design and definition of beneficiaries, the implementation process and participation, the proposed intervention and territorial aspects.
