Abstract

Public participation in S&T has occurred with a greater intensity at the macro level, within the context of policies and programs, spheres that have had a key role in the analyses and reflections on the implication of civil society in R&D systems. The next challenge is to incorporate the dynamics of participation within the context of S&T projects, since this is the space in which the real production of knowledge occurs. The approach to the micro dimension requires focusing on the foundations and opportunities for social participation in projects, a reflection that has to be linked to the study of the conditions derived from the smaller scale, the difficulties for attracting social actors to a dynamics of local participation and, above all, the difficulty for offering decision quotas to the participants. This paper justifies the presence of participation in technological projects, in any phase of their life cycles, reflecting about the conditions and obstacles that affect participation.
