Abstract

This paper explores the transformations that have been brewing in the Neuquen oil basin in recent years, especially since the change in the energy system, the partial nationalization of YPF, and the new development of unconventional hydrocarbons. All these changes make room for an unprecedented technical, economic and institutional development for SME oil services in Argentina. On this basis, these units are challenged to respond to new forms of production linkages led by YPF through an amount of collective strategies to elevate their technological and organizational capabilities, promote production efficiency, route their functional hierarchy and strengthen their bargaining power in their negotiations with the local links of the global hydrocarbons chain. From the SME sector, and from academia and the government that assist them, there is hope that this transformation will arise new virtuous dynamics in industrialization, local supply and export, and in the appropriation of knowledge and income, in order to encourage investment, sustainable employment generation and the configuration of an innovative system aimed at an equity-driven development both at an institutional and a territorial level.
