The aim of this paper is to trace the evolution of the policies addressed to children "at risk" during the last years and, as a result of this exercise, to propose guidelines in order to approach this policy at the present time. The analysis follows the politics and moral aspects that inform this policy through an ethnographic field work carried out during the years 2005 and 2007 and placed at the Defensorías Zonales , dependent on the Consejo de los derechos de Niñas, Niños y Adolescentes at the City of Buenos Aires
