Our purpose is to analyze the production of the State as an "idea" (Abrams, 1998) from the policymakers' perspective in a microcredit program. We focus in how such idea is produced through different media and in different contexts, mainly in written documents, but also in the implementation process of this policy and in public discourses of politicians and officials. We consider "State" as a "native category" in order to focus on how it is produced and reproduced as a relation between work, people and territory. As the actors of this policy understand it, this relation becomes, in time, in a construction of a National Project.
