Abstract

This paper is intended to show that introducing competition in the urban transport of passengers service is counterproductive and it aims at refuting the implications of the competitive paradigm in the theory of regulation. The study undertaken focused on how the presentation of the service evolved between the years 1994 and 2004 in Paraná City (Province of Entre Ríos, Argentina), which had 237,968 inhabitants and an urban surface of 43 square km at the moment of the 2001 National Census. Being 1994 the year when certain measures that implied partial deregulation of the service were introduced, it is shown here why it is considered like such and the impact of those measures on the functioning of the urban transport of passengers service is analyzed. A critical vision of the competitive paradigm and its implications on the theory of regulation might be attained by means of examining that process.
