Abstract

Science, technology and innovation increasingly involve levels of complexity and investment, which require targeting decisions in contexts of persistent public problems. The objective of this article is to analyze a policy instrument to allocate resources to research and innovation on priority issues. The paper presents a description of the concepts that have supported the approaches, instruments and forms of scientific and technological policy management in Latin America in different historical periods. Based on these tools, contributed by the Science, Technology and Society Studies, the creation and recent implementation of the Institutional and Multidisciplinary Program in Priority Issues of the Universidad Nacional de Córdoba (Argentina) is analyzed. The methodological approach is qualitative and the research strategy employed consists of a case study, applying techniques of bibliographic review, documentary analysis and semi-structured interviews.
