Abstract

The thematic we'll approach in this work -that is the first approachment- is inside the studies tending to analyze the building up process of political citizenship in Argentina, through the case of National Territories (1884-1955), considered as restricted spaces of political rights for its inhabitants. In its matrix, the concept of citizenship has always alluded the sense of having rights with an inclusive and emancipatory sense. If citizenship is basically the right to passes rights, the question for territorial inhabitant and his role in the action of political rig acquire importance and eminence when we analyze the political inclusion-exclusion of themselves. The political citizenship allude, between other aspects, the right of the common people to participate in the government, besides the lawful to participate in honest open competence to choose the representatives, freedoms derivated from the representative system, which introduce a direct relation between citizenship and democracy. Here we'll mark the forwards and backwards produced in the management of political citizenship enlargement, considering the state-society relation in the National Territory of Río Negro and specifically in Viedma, between the years 1930-1938.
