The objective of this work is to examine one of the regional variants that assumed the process of construction of the citizenship in the national territories through the performance of a member of the leader elite of the Chaco. The intervention of Juan Ramon Lestani (1904-1952), a socialist politician, in the restoration of different instances of participation in the territory, reveals the problems created around the constitution of the public space and the citizen in the Chaco, proper of the decade of 1930, as well as the conflicts provoked with respect to the proposals of political transformation that were handled. On the other hand, through the essay, Lestani provides an interesting diagnosis on the situation of the territory and the causes of its political delay.
