Abstract

The uneven impacts and the lack of harmony in the development of San Carlos de Bariloche have been building an "urban landscape" in which they live, on the one hand, the postcard picture of a tourist village in the vicinity of Nahuel Huapi Lake, together with poor slums towards the south and southeast of the city. After a hundred years of start-up of the Committee for Hydrological Studies (CHS), in this article we review the evolution of some constituent periods of Bariloche´s history, as well as the actions and projects of integral development of the CHS. From this historical perspective, then we analyze the economic, social and territorial effects of tourism activities (consolidated as the central axis of the local economy) and finally we make some recommendations for the generation of a (in principle, not entirely new) strategy of local development.
