Abstract

During the decade of 1990, a reform of the education system had two main themes: provincialization of educational services and the nationalization of planning on the axes of educational policy. In practice, provincialization operated as a mechanism of fragmentation of the conflict. Different types of provincial crises emerged. First, there was a crisis of public administration in several provinces of northern Argentina. Then the crisis spread to most provinces. Teacher's unions designed strategies against the socio-economic and educational crisis. But here comes a turning point: Neuquén 1997. From Patagonia came out a case that articulated two axes of antagonism to the government: "piquetera" protest and teachers protest. There were two types of crises and two models of protest: a) unemployment problem and the emergence of a community claiming for the work and b) the crisis of the republican model of education and the emergence of a citizen claim defending public education. Since then, the teacher's union articulated political and union questions: nationalized labour problems and politicized an educational issue that tended to be restricted to a domain expert.
