Abstract

The purpose of this article is to present an analysis of the formulation and inscription on the agenda of the problem that gives rise to the Programa de Desarrollo Rural Sustentable, in the year 2013 in Municipality of General Pueyrredón, from the Promoting Coalitions approach proposed by Paul Sabatier and Hank Jenkins-Smith. The choice of this approach lies in the fact that it allows the exposure of the cognitive dimensions and how the mobilization of different heterogeneous actors takes place from these and converge, forming coalitions that cause changes in public policies. The Programa de Desarrollo Rural Sustentable is created, in the year 2013 as of the approval of Municipal Ordinance Nº 21.296/13. This program acts as a conflict resolution tool that arises from the territorial encounter between producers and residents, especially linked to the use of agrochemicals. With regard to the methodological aspects, its main source of analysis is the different ordinances, it interviews those who participated in the creation and implementation of the program and specific bibliography on the subject. The analysis presented is part of a research experience in the field of State Sociology and Public Policies.
