This study addresses the process of implementation of the Open Government Ecosystem in the case of the City of Buenos Aires in recent years. Following the decision of the Government of the City of Buenos Aires to participate in the pilot program of subnational entities of the Open Government Partnership (OGP) and a series of initiatives within the government to promote open data and public information, the Open Government Ecosystem was created. The Ecosystem brings together a wide variety of initiatives to generate a more transparent State and greater interaction between the State and Civil Society based on citizen participation. This case study describes the origins of the Ecosystem, the various initiatives that comprise it and the main challenges in the implementation of this program. The central argument of the paper is that the sectors in charge of promoting these policies have objectives and challenges typical of what in the literature has been called "missionary institutions" (Drezner 2000). In other words, these are institutions that have objectives that cut across the administration, are subject to resistance from other sectors and seek to promote objectives and values within other offices of the State.
