In the last decade in Latin America policies and programs were developed to support micro and small enterprises that associate the promotion of linkages between firms in the promotion of territorial development. From the analysis of a set of programs developed in the province of Córdoba between 2003 and 201, that are part of this process, the article addresses three critical dimensions for the incorporation of the territorial dimension: the level of intervention, promoted cooperation structures and mechanisms of «governance ». It points to the need to advance more flexibility and complexity, increase the scale and coverage of programs, generate more participatory structures and strengthen local capacities to achieve genuine territorial development processes and promoting micro and small enterprises.
