The critics to the top-down model are consistent with the observed reality in one of the largest towns in Chile. Municipal public officials in charge of the execution of the policy carry out an implementation that could be described as «perfectly imperfect» by applying security policies based on subjective criteria and without keeping themselves passive or neutral. This state of affairs can be explained by the neglect of the security policies' designers regarding previous territorial interventions.
