This article analyzes the characteristics of a negotiation process between political and technical gropus during the implantation of a reform process of the Human Resources Management (HRM) system in a public organization. It also investigates the impact of that implementation on intermediate hierarchies. This reform process, developed on a municipality of Corrientes (Argentina) was constituted as the first systematized effort for reorganizing the HRM system. The discussions are articulated around the role of the political civil servants, that of the civil servants of the intermediate hierarchies and, as a mediating figure, the technical personnel in HR. The methodology, preponderantly qualitative, seeks to analyse the administrative and institutional processes from the perspective of its actors. Information was gathered that allowed describing the weight of the political decision in this type of proposition, the contribution of the hierarchic intermediate line and that of the professional / technical support teams is of balance between the political requests and the needs of the service.
