Abstract

CASALIS, Alejandro. Análisis del Programa Oficinas de Empleo Municipal: Una Mirada Sobre la Contribución a la Inserción Laboral y a la Gestión Local de las Políticas de Empleo en Argentina (2005-2010). Doc. aportes adm. pública gest. estatal [online]. 2013, n.21, pp.65-91. ISSN 1851-3727.

This article aims to contribute to the reflection on the implementation of national employment policies at the municipal level. The objective is to analyze the contribution made by the Local Employment Offices Program, the Ministry of Labour, Employment and Social Security of Argentine, to labour insertion and local management of the employment policies in three local governments in Argentina, between 2005-2010. With these cases we want to show that the Municipal Employment Offices Program adapts its operation to the characteristics of the local productive structure, contributing to the labor intermediation, the improvement of the employability, the implementation of diverse employment policies, the creation and maintenance of working places in the formal and informal sector of the economy. At the same time, some weaknesses distinguish themselves in the implementation of the public politics and some recommendations are formulated.

Keywords : Active Employment Policies; Public Employment Service; Local Employment Offices Program; Labour Intermediation; Local Government.
