Abstract

With the underlying logic of the evolutionary theory of firms and approaches on collective innovation, this article analyzes the Program Local Systems of Production. This program is a "micro policy" aimed to foster technological learning and territorial development by the means of promoting joint production by groups of firms within a systemic institutional local environment. Two groups of firms are presented as case studies taking into consideration their local environment as well as the endogenous and exogenous factors that limit their ability to reach their collective goals. Both the construction of new organizational routines and interactive links that allow innovation, and the community size and state assistance, emerge as driving factors of associative work.
