The agenda of administrative reforms in the 80 and 90 was dominated by a set of new managerialists doctrines. This model originated in the Anglo-Saxon world had a significant influence in Ibero-America, where it managed to prevail and to be considered practically like the only possible way for the programs of reforms. The objective of this work is to contribute to the administrative reforms discussion in the Iberoamerican world from a revision of the critical approaches about the presumed paradigmatic character of the new-managerialism and the effectiveness attributed to this doctrine to the light of its applications.
