The goals of this study were to trace the process of professionalization of the Argentine diplomatic body, to describe and analyze the requirements imposed on candidates to the diplomatic career, and to understand the reasons for the rise of the Instituto del Servicio Exterior de la Nación (Argentina's Foreign Service Institute). Concurrently, similar processes were analyzed in Brazil and Chile, in order to contribute to a better understanding of the case. In order to achieve these goals, the main research techniques applied were in-depth interviews with key officials, archival work, and document analysis. These allowed us to study the complex development of diplomatic bodies, which struggled to establish clear and transparent requirements for access to the career, a situation that was underpinned by the initiative of international organizations to professionalize Latin American public administrations, in a context of political instability for local governments. We came to conclude that the professionalization of the Argentine diplomatic body was a complex process, marked by progresses and setbacks, and one which ran parallel to similar processes in the countries under study.
