Abstract

Argentina sought to approach the Andean Pact countries in the early 1970s. This policy was linked to the different orientations of the governments of the period, and therefore, we can observe some breaks and continuities. The Andean Pact prioritized the growth and promotion of import substitution industrialization and state planning as a central tool for development. It was an alternative model to LAFTA. The third Peronist government of 1973 seemed inclined to approach this strategy, probably prioritizing the political sense, but its complex evolution and the little concrete support to that proposal made it an ephemeral aspiration, which could not be realized. To analyze the causes of this approach and its failure, the archives of the Ministry of Foreign Affairs and Worship, the documents of the Foreign Relations of the United States collection, CIA Records and a journalistic corpus are reviewed.
