It is usual to address the origins of Mercosur since the Treaty of Asunción in March 1991. However, a few months before the treaty, Argentina and Brazil negotiated the Buenos Aires Act that constituted the cornerstone of the regional block, incorporating a commercial conception of the integration associated with neoliberal reforms. This work aims to study these negotiations around the Buenos Aires Act of July 1990, beyond the intergovernmental dimension. The role of business people in their negotiations and interactions with the Argentinian government is analyzed. The hypothesis of this article states that the interests of several business sectors were present in the negotiations of the Act, especially in the tariff protocol discussion. The positions, actions and negotiations between the main business associations and the different government officials are analyzed.
